Title I

Purpose

Title I, Part A of the Elementary and Secondary Education Act (ESEA) is one of the largest and oldest federally funded education programs. The Massachusetts Department of Elementary and Secondary Education (DESE) provides the following program objective on its website:

“Title I Part A of the federal Elementary and Secondary Education Act provides financial assistance to districts and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.”

It is important to note that Title I services do not supplant core instruction. Rather, Title I services supplement core instruction.
